Any info on the "Pirate House" in Boulder City, NV?

Anyone know what the story is behind the "Pirate House" in Boulder City? It's backed up to the River Mountains and faces east. It has a commanding view of Lake Mead. There are flags, masts, sails and skulls and crossbones visible from the hwy.
