The Bible draws a clear distinction between wickedness and unrighteousness. How do we?

For instance, it is spelled out in the Bible that there will be a resurrection of the righteous and the unrighteous. Acts 24 14-15 But the wicked will not be resurrected. How do we know this and how do we know who is wicked?
