How to be more outgoing?

Just talk to people. Be curious, comment if you like someone's hair/shoes/golf ball earrings, people really seem to like that...If they don't talk back or don't want to be your friend, they're not worth it. You could ask "how are you?" but don't expect a lot of good conversation starters.
